Willing Road ( Bingham Township ) . <br /> The Parks Element of the Orange County Comprehensive Plan <br /> ( adopted 1988 ) calls for a Bingham - Cane Creek District Park ( 75 - 199 <br /> acres ) in northern Bingham Township . It also calls for a White Cross <br /> Community Park ( 25 - 74 acres ) in southern Bingham . Neither park has <br /> been established to date . [ The latter is a land acquisition priority in <br /> the current Lands Legacy Annual Action Plan . ] The Joint Master <br /> Recreation and Parks Work Group report ( 1999 ) recommended that <br /> the County pursue a collaborative arrangement with OWASA for <br /> establishing sites that would serve either or both of these park needs . <br /> Since that time , Orange County and OWASA staffs have initiated <br /> discussions of the potential future use of OWASA - owned land for public <br /> recreational uses . OWASA has indicated a willingness to consider , on <br /> a site - by - site basis , the provision of parklands provided the intended <br /> uses . %A6ould not compromise water quality in Cane Creek reservoir or <br /> the Authority 's . ability to have sufficient land for biosolids application . <br /> The Intergovernmental Parks Work Group has created an OWASA <br /> Lands Subcommittee to evaluate the potential use of OWASA lands for <br /> public park purposes .
