After some <br /> discussion it was agreed that staff would invite Bill Holman , executive director of <br /> the NC Clean Water Management Trust Fund . If Holman were not available , staff <br /> would invite Reid Wilson , the new executive director for the Conservation Trust for <br /> North Carolina . <br /> Stancil reported that staff would send invitations to conservation groups and <br /> government agencies for them to attend and participate . Notice would also be sent <br /> to newspapers and elected officials . <br /> VI . Proposed Public Hearing Item - Outdoor Lighting Standards <br /> Amendments to the Zoning Ordinance <br /> Mark Smith reported on his recent meeting ( s ) with Orange County Planning <br /> Department staff on their efforts to amend the county ' s outdoor lighting standards . <br /> He said he had met with Carla Bateman who had attended a workshop for counties <br /> to develop such standards . Smith noted that the structure and content of the <br /> standards being proposed were not entirely consistent with what he had in mind <br /> when he first introduced this issue to the CfE and later to the Planning Board . <br /> It was noted that although the public hearing would be held February 25 , written <br /> comments would be accepted through mid - to late - March . Smith said he would <br /> discuss further with the Planning staff and prepare written comments for CfE <br /> consideration at the March meeting . <br /> VII . Proposed Conveyance of Land by The Nature Conservancy to Orange <br /> County <br /> Hervey McIver reported on a proposal by The Nature Conservancy to donate a 10 - <br /> acre tract in northern Orange County to the county for future ownership and <br /> stewardship . The TNC property includes about 6 acres of a county natural area <br /> ( Site H01 - Allison Road Heartleaf Ravine ) . McIver explained that the property had <br /> been donated to TNC in 1985 and since then has received little attention . The <br /> County is in a better position to provide oversight and stewardship . On a March <br /> 2002 site visit by McIver and Rich Shaw , they found several small areas of Lewis ' <br /> heartleaf, an endangered plant species found in only four locations in the county . <br /> McIver noted that an adjacent property to the south had been recently clear cut . <br /> McIver pointed out that the conveyance may be conditioned on the County pursuing <br /> formal protection of the site with a conservation easement of dedication as a state <br /> nature preserve . <br /> MOTION : McIver motioned that the CfE recommend that Orange County accept <br /> this potential donation .
