BACKGROUND : The Commissioners and staff, often working with school boards and staff and other interested organizations and members of the community , made substantial progress during 2002 on a wide range of initiatives intended to enhance public education in Orange County . There are a number of pending matters with varying degrees of urgency that the Board may wish to discuss at this work session and to provide direction to the Manager in working further with County and school staffs . CHCCS New Facilities — Possible Next Steps The Chapel HilkCarrboro Board of Education adopted a resolution on October 17 , 2002 outlining their position on several issues related to planning for new capital facilities . The Chair sent a response on behalf of the Board in a letter dated November 20 , 2002 . Since that time , there has been extensive public discussion and deliberations by the Chapel Hill Town Council which resulted in elimination of the Town ' s Southern Park site as a possible location for a proposed third high school in the Chapel HilkCarrboro system . Both the BOCC and Chapel Hill - Carrboro Board of Education have conducted their annual planning retreats during the past few weeks . This work session will provide the BOCC with an opportunity to discuss with CHCCS representatives the context and constraints within which next steps can be taken to resolve the need for additional permanent high school capacity in the Chapel Hill - Carrboro system . High School Planning Task Force This task force , comprised of the Chairs and Vice- Chairs of the BOCC and both school boards , met five times between May and November 2002 . Discussion moved from general review of past examples and continuing opportunities for sharing on high school programming and facilities to a more specific focus in the later meetings on relevant issues and possible locations for a proposed third high school in the Chapel HilkCarrboro system .
