Call to Order <br /> Crisler called meeting to order at 6 : 00 p . m . <br /> II . Additions to the Agenda <br /> There were no additions to the agenda . <br /> III . Approval of Minutes ( November 18 , 2002 ) <br /> MOTION : Randall motioned to approve the November 18 minutes . <br /> VOTE : unanimous . <br /> IV . Resolutions of Appreciation <br /> Members discussed the resolutions of appreciation for Roy Fortmann and Lee <br /> Rafalow and made on correction . <br /> MOTION : Whisnant moved to approve resolutions as amended . Seconded by <br /> Randall . <br /> VOTE : unanimous <br /> V . Review of Draft - State of the Environment Report <br /> Staff incorporated changes by CfE members to the first rough draft since the <br /> November 18 meeting and distributed to members prior to this meeting . <br /> VI . Committee Breakouts - SOE Report Sections <br /> Members received the updated report in the mail and went into breakout sessions <br /> to discuss the individual sections of the report and make final changes . <br /> VII . Reconvene - Committee of the Whole Discussion <br /> The Commission reconvened to hear reports from each committee on changes from <br /> the breakout session and discussed any final changes to the introduction , overview , <br /> report format or graphics . Members discussed placement of recommendations in <br /> the document to avoid confusion for the reader .
