A Clearly Defined Urban Growth Boundary (UGB) and Interim Growth Boundary <br /> (IGB) <br /> Definition : An Urban Growth Boundary is a line drawn around an urbanized area that <br /> utside that boundary. Intended to slow or prevent sprawl , Ue Bs o <br /> prohibits development o <br /> are also designed to accommodate growth for a designated period of time and are used <br /> guide infrastructure development . Generally, UGBs are created to identify growth areas <br /> for the next few decades . An Interim Growth Boundary helps direct development within <br /> the UGB in the short term by designating appropriate development areas within a shorter <br /> time frame . IGBs can also focus growth near short-term and current infrastructure . <br /> Benefits . <br /> • Clearly defines where growth should and should not occur, and can even designate <br /> areas appropriate for development within certain time frames . <br /> • Directs development back into urban areas , instead of allowing it to sprawl out into <br /> rural areas . <br /> • Uses scarce public resources more efficiently. <br /> • Protects rural areas and open space from development . <br /> Obstacles : <br /> • Establishing the boundary may be difficult to agree upon, especially if cooperation is <br /> needed from many different towns . <br /> • Need to incorporate other tools to encourage growth within the boundary and keep it <br /> from continuing outside the boundary . <br /> • May increase housing and development costs since cheaper land (rural areas) will not <br /> be available for development . <br /> Examples : Portland, OR; Orange County- Chapel Hill- Carrboro Joint Planning Area <br /> 4 . Sustainable Minimum Lot Size to Ensure Land Holding Capacity is not compromised <br /> De znition : Establishing the minimum size of a lot for new development in the rural areas so <br /> ed. This <br /> that economic , social , and environmental systems are not compromis may <br /> involve determining what density a lot can be developed so that the operation <br /> individual wells and/or on- site septic systems are still functional . <br /> Benefits : <br /> • Reduces water resource stress and environmental hazards from failed septic systems . <br /> • Ensures adequate well recharge area. <br /> Ci ` Cnmprehensive.
