Whether or not a published report <br /> will be done is uncertain at this time . Wastewater Treatment Management Program (WTMP ) Expansion Proposal. <br /> Rosemary Summers and Ron Holdway of the Orange County Health and Environmental Health <br /> Department made presentations on the establishment of a Wastewater Treatment Management <br /> Program . For information regarding their proposal , see the attached handout, provided to CFE <br /> members by Summers and Holdway . <br /> Following the presentation of Summers and Holdway, CFE members posed the following <br /> questions . <br /> Rafalow : How will program costs be paid? <br /> Holdway: A portion of program fees will be paid through the general fund, and the remainder <br /> through annual operation permit fee . <br /> Pratt: What about community well systems , are they not also a threat to public and <br /> environmental health? <br /> Holdway : Community systems are recognized as a concern, but they haven ' t been included in <br /> this program since they serve only 5 % of the county . <br /> Glaze : What defines a critical area? <br />
