I r <br /> 07 <br /> Review of ' Shaping Orange County ' s Future - Provisional Report and <br /> Recommendations (Adptd . April 5 , 2000 ) " , particularly those sections <br /> which pertain to the County ' s Biological Resources <br /> by the Biological Resources Committee ( BRC ) <br /> of the Orange County Commission for the Environment <br /> contributing members : Loraine Kohorn , Laura Cotterman , and Hervey McIver <br /> Feb . 2 , 2001 <br /> Overall , we commend the SOCF participants for the Provisional Report and <br /> Recommendations , which we feel is a laudable statement of vision for Orange County ' s <br /> future . We are generally in agreement with the picture put forth by the SOCF effort . <br /> While the BRC reviewed the entire SOCF report , we devoted particular attention to <br /> Section IV . 1 . Environment and Land Use , which dealt most directly with issues relating <br /> to land use and to protection of the County ' s biological resources . But we also note <br /> that many issues that relate to land use are multi - dimensional , and that there are <br /> statements and proposals throughout the report which relate to potential future land <br /> use patterns , and which could effect habitat for those other species that reside in <br /> Orange County . <br /> The principle question that we asked in reviewing this document was whether the goals <br /> and actions proposed in the report provide comprehensive and appropriate guidance <br /> towards protection of the County 's biological resources. First and foremost in our <br /> minds are those species and habitats which are least compatible with human <br /> disturbance , such as those species which rely on large unfragmented hardwood forest <br /> tracts , riparian species that rely on unsilted streams , and those species and habitats <br /> observed to be declining in abundance or uncommon in the County . <br /> Generally we feel the SOCF report offers sound guidance towards shaping a <br /> landscape that will support at least much of indigenous biodiversity . But we found some <br /> aspects under - represented , the inclusion of which could do more to foster local <br /> protection of an integral green infrastructure . <br />
