33 <br /> At the last meeting it was decided to forgo the interim 2001 Status report of <br /> the State of the Environment was due to many items to be completed by the <br /> CFE . <br /> 2001 State of the Environment report ( full report , sustainability theme , <br /> include review of County policies and operations ) . Needs to be completed by <br /> November 30 , 2001 for presentation at the BOCC retreat in December , 2001 . <br /> It was noted that planning needs to begin soon . <br /> The update to the Inventory of Natural Areas and Wildlife Habitat <br /> will begin with field work being done in March through October , 2001 . The <br /> work of the Biological Resources Committee and the CFE will begin later this <br /> year to review the draft inventory update and followed by a state and agency <br /> review in May , 2002 . A goal of having this to the BOCC in June 2002 was <br /> noted . <br /> The CFE is charged with developing the Natural Areas and Open Space <br /> Element of Comprehensive Plan and possibly a draft outline to be <br /> presented to the Biological Resource committee in April of 2001 and final <br /> draft presented to CFE in August 2001 . Followed by a final report to be <br /> developed by August 2001 ; a public hearing in February 2002 ; CFE <br /> recommendation in April 2002;and, adoption by BOCC in June 2001 . <br /> Developing the Natural Areas and open Space Element was slated as the next <br /> task priority after finishing SOCF report recommendations . <br /> The Water Resources Committee transition into the CFE will follow after <br /> the final report in February or March 2001 . To be completed by November 30 , <br /> 2001 for presentation at the BOCC retreat in December , 2001 . It was noted <br /> that planning needs to begin soon on policy evaluation then by June 2001 , <br /> submit an interim report to the BOCC in August . Then , move into trying to <br /> integrate existing surface water plans with new groundwater <br /> recommendations together in December 2001 - May 2002 with an interim <br /> report to BOCC May 2002 . Followed by a draft Water Resources Element of <br /> Plan in September 2002 for CFE input for a final draft by October/ November <br /> 2002 . CFE to recommend final Water Resources Element to BOCC in January <br /> 2003 with BOCC approval slated for February 2003 . <br /> Forest Management Practices and Policy item was noted as being ahead <br /> of plans . Members suggested revising the plan to include a follow - up info <br /> session on timber harvesting and management practices and that more <br /> information needs to be learned . Jerry Gurtner to speak at the next CFE <br /> meeting , a tour of different timber harvest operations , then begin thinking <br /> about policy issues . It was noted that the CFE would likely be asked to review <br /> Draft CFE 1 /8 /01 Minutes Page 2 of 4 <br />
