Create an intergovernmental " Growth Management Board " that is chartered with the <br /> responsibility to : <br /> 1 ) develop a 5 - year growth management plan in conjunction with affected Orange County <br /> jurisdictions that plans public facilities based on growth targets ; and <br /> 2 ) review development activity within the affected jurisdictions and , based upon adequate public <br /> facilities plans , reject any development proposal that does not comply with the public facilities <br /> and growth management plans . <br /> To carry out this charter , the GMB is delegated authority from the affected jurisdictions to <br /> coordinate cross jurisdiction planning of growth management targets and public facilities and to <br /> determine if proposed development will fit within the constraints of the growth management and <br /> public facilities plans . <br />
