15 NEW Recommendation : CONTINUE to Develop a Regional Transportation Plan (Mark/Roy—we might need to add this in another section of the SOCF report that touches on regional cooperation) [Include under Recommendation 8 that the county and towns need to continue to work with other governments and planning organizations in the region to develop regional transportation plans . REMINDER ! ! We need to look elsewhere in the report to be sure they don ' t already specifically spell out a regional transportation plan] . GOAL 4 : Pollution Prevention and Waste Reduction NEW Recommendation : This entire " Goal 4 " section needs a Recommendation , with accompanying action strategies , that specifically addresses "Protecting Air Quality . " [Discussed above] OTHER COMMENTS THAT NEED TO FIND A HOME (section) IN THE REPORT : As for some of our big picture comments that might not yet specifically fit into one of the above sections . . . . 1 . Open Burning Ordinance [In Goal 4 , Recommendation 2 : Protection Air Quality , an Action Strategy should be added - the County and towns should develop open burning regulations (Do the towns already have regulations ? ] 2 . Banning Indoor Smoking in all public places , including restaurants , bars , etc . (health of employees ,, customers and public at large) —THIS could go under " GOAL 2 : Promote Public Safety" (page 62) . 3 . Create financial incentives for eco -friendly businesses , especially businesses that make an effort to stand out and shine environmentally compared to other businesses in their industry (for example , dry cleaners that have recently converted their operations from the nasty PERC method to the new CO2 dry cleaning method . These already exist in Orange County . ) This recommendation would also apply decades from now . . . to new technologies that evolve and are adopted in the future . [This should go into GOAL 4 ] 4 . Timber Harvesting Issues ? ? 5 . Should we suggest that public transportation be offered to a certain target percentage of Orange County ' s population within a certain timeframe ? INTRA - COMMITTEE COMMENTS : (I need these sooner than your air quality related comments) 1 . Encourage active and comprehensive management (zoning) of sensitive areas (density/growth management) .
