(0 <br /> We recommend that the CfE comments . be structured in two sections : ( 1 ) high priority <br /> general comments , and (2) lower priority , but more detailed comments that the SOCF <br /> task force may consider in revising the report , if they desire , but are not essential to the <br /> objective of the task force . <br /> The SOCF report lacks a specific recommendation to "Protect Air Quality . " Although air <br /> quality is addressed in GOAL 3 , Recommendation 6 , this format is not appropriate <br /> because air quality issues are not limited to "Transportation " issues . The format of the <br /> report should be changed such that the second recommendation under GOAL 4 (Pollution <br /> Prevention and Waste Reduction) should be to "Protect Air Quality . " GOAL 3 , <br /> Recommendation 6 , should be moved to GOAL 4 , Recommendation 2 : Protect Air <br /> Quality , but the Action Strategies need to be changed . <br /> We recommend the following action strategies be included under GOAL 4 , <br /> Recommendation 2 : <br /> A . Promote transportation planning that addresses the need to protect air quality . <br /> (See Goal 3 for discussion of transportation issues ) . [ This is new. Please <br /> recommend better wording . ] <br /> Be "Promote ownership of low emission motor vehicles . . . license renewal fees . " <br /> [Fonnerly GOAL 3, Recommendation 6, Action Strategy A . ] <br /> C . "The County should take the lead in implementing ozone action plans and to <br /> encourage industries and businesses in the County to develop ozone action <br /> plans . " [Because ozone action plans have already been instituted, this strategy <br /> must be reworded. It is currently incorrect. ] <br /> D . "Institute hourly monitoring . . . local air quality . " [ We recommend that the <br /> SOCF task force drop this action strategy, which is very expensive . It might be <br /> better to use the same financial resources in another way . We doubt that it <br /> will effectively alter people ' s habits. Also, hourly monitoring is not necessary <br /> to determine the impact of traffic congestion and reduced VMT. The county <br /> can do that with any number of models. Instead of the current strategy, CfE <br /> suggests that Orange County "Lobby the State of North Carolina for more <br /> extensive air quality monitoring in Orange County, particularly for ozone and <br /> particulate matter. " ] <br /> E . Perform an air pollutant and greenhouse gases emissions inventory and <br /> forecast for the County . Develop an Action Plan for reducing greenhouse <br /> gases emissions . Develop policies for addressing pollutant emissions from <br /> stationary , area , mobile , and fugitive sources in the County . [If the County <br /> joins the Cities for Climate Protection, then an inventory of greenhouse gas <br /> ( GHG) emissions is required as part of the program . It probably needs to be <br /> reworded. ] <br /> F . The County and Towns should develop consistent and effective regulations on <br /> open burning . <br />
