The County may also be able to develop programs through the ERDC that can <br /> help to educate residents on the stewardship of their private land for biodiversity <br /> protection . <br /> 5 . Recognition of the importance . of economic factors ( e . g . financing and markets ) in <br /> shaping trends in land use <br /> While the SOCF report makes some references throughout to the role of economics , we <br /> feel that it is important to acknowledge that economic factors , in particular financing <br /> and markets , play a significant role in promoting both negative and positive trends in <br /> land use patterns . These decisions or policies then indirectly affect the kind of <br /> landscape that is shaped over time , and thereby the suitability of the land for its full <br /> complement of native species . Thereby we can add some proposals that - might help <br /> • Encourage local governments , in collaboration with State and Federal and non - <br /> governmental organizations , to engage private banks and financing entities and <br /> businesses that can market local products ( such as grocery chains ) . Such <br /> encouragement may be required if , for example , local produce is to be sold in local <br /> supermarkets , who currently are bound through contract to sell California and <br /> Florida produce . The expansion of local markets would provide clear economic <br /> incentive for preservation of local farms . Only with some creative mechanisms , <br /> which the County may be able to foster , will we be able to get locally produced foods <br /> and other products on local shelves in stores , hopefully at competitive prices . <br /> • Create a more cooperative and goal - sharing rapport and working environment of the <br /> business community . Get financing institutions to back alternative development <br /> plans , schemes , and technologies .
