09
2 . Adequate protection for identified sites of biological significance
Orange County has done a commendable job to date of identifying its sites of
biological importance , and of assisting in assuring protection of the most important
sites . However , ultimately these inventoried sites , and the large parcels of prime forest
identified in the TLC Landscape with Wildlife reports , are in many cases offered no
protection . There is a need for zoning or other measures to protect existing identified
natural areas of biological importance . As the sites of concern lie on private land , the
County could assist by offering some compensatory measures or some tax incentives for
legal conservation of these sites . The SOCF report also points to the importance of this
protection in Goal 2 , Rec . I .
Generally the report gives inadequate attention to the importance of generous
riparian buffers , both for water quality protection as well as for protection of aquatic
species . The County is already aware of the value of riparian buffers as biological
corridors , but we wish to point out the need for more general attention to augmenting
riparian buffers in the County .
