09 <br /> 2 . Adequate protection for identified sites of biological significance <br /> Orange County has done a commendable job to date of identifying its sites of <br /> biological importance , and of assisting in assuring protection of the most important <br /> sites . However , ultimately these inventoried sites , and the large parcels of prime forest <br /> identified in the TLC Landscape with Wildlife reports , are in many cases offered no <br /> protection . There is a need for zoning or other measures to protect existing identified <br /> natural areas of biological importance . As the sites of concern lie on private land , the <br /> County could assist by offering some compensatory measures or some tax incentives for <br /> legal conservation of these sites . The SOCF report also points to the importance of this <br /> protection in Goal 2 , Rec . I . <br /> Generally the report gives inadequate attention to the importance of generous <br /> riparian buffers , both for water quality protection as well as for protection of aquatic <br /> species . The County is already aware of the value of riparian buffers as biological <br /> corridors , but we wish to point out the need for more general attention to augmenting <br /> riparian buffers in the County . <br />
