General Environmental Scan of Major Issues / Undertakings <br /> Prepared for Orange County Commissioners ' <br /> Annual Planning Retreat <br /> January 31 , 2004 <br /> As the Board of Commissioners prepares to review its work plan priorities for the <br /> coming year , staff have prepared the following list ( by categories , but in no particular <br /> order ) of some of the major projects , programs , initiatives , or considerations that may <br /> affect County operations and /or involve significant commitment of Board and staff time <br /> and resources in 2004 ( and in some cases , beyond ) . This list was developed based on <br /> input solicited from County department heads and their staffs . We are certainly not <br /> proposing that all of these issues be pursued in depth this year — rather , the list is <br /> provided as a tool to help stimulate thought about the Board ' s priorities for Orange <br /> County government' s work plan for the next year . To keep this substantial list to a <br /> manageable and readable length , we refrained from adding explanatory context to . each <br /> topic listed . Despite its length , the list is not exhaustive . Staff will be glad to provide <br /> additional information to Commissioners on any topic noted , upon request . <br /> I . FISCAL/ GENERAL GOVERNMENT <br /> • Capital Planning <br /> o Examine capital funding policy : percentage for schools vs . County projects ; <br /> potential simplification of funding sources /formula <br /> o Schools Adequate Public Facilities Ordinance implementation impact <br /> ( capacity issues related to state mandates ) <br /> o Adoption of updated debt issuance schedule and planning for future debt <br /> o Hardware / software/ infrastructure upgrades needed as result of emergency <br /> communications study <br /> o Possible increase in Public Works operating budget to improve County facility <br /> upkeep and maintenance <br /> • Adoption of schedule of values ( Oct 2004 ) and mailing of valuation notices ( Dec <br /> 2004 ) for 2005 revaluation <br /> • Review/ implementation of strategic communications assessment recommendations <br /> • Evaluation /upgrading / replacement of legacy computer system for tax and land <br /> records <br /> County Website enhancements <br /> E - commerce initiatives <br /> • Maintenance of employee pay & benefit enhancements <br /> • Development of 2004 legislative agenda for General Assembly consideration <br /> • Greene Tract — open space/affordable housing uses ; reimbursement to Solid Waste <br /> Enterprise Fund _ <br /> • Possible billing /collection of stormwater fees beginning July 2004 on behalf of <br /> Chapel Hill ( inquiry from Town staff) <br /> • County/external entity provision of emergency and non - emergency services <br /> • Assessment of options for long -term delivery of fire protection services ( associated <br /> with declining emergency services volunteerism ) <br />
