General Environmental Scan of Major Issues / Undertakings
Prepared for Orange County Commissioners '
Annual Planning Retreat
January 31 , 2004
As the Board of Commissioners prepares to review its work plan priorities for the
coming year , staff have prepared the following list ( by categories , but in no particular
order ) of some of the major projects , programs , initiatives , or considerations that may
affect County operations and /or involve significant commitment of Board and staff time
and resources in 2004 ( and in some cases , beyond ) . This list was developed based on
input solicited from County department heads and their staffs . We are certainly not
proposing that all of these issues be pursued in depth this year — rather , the list is
provided as a tool to help stimulate thought about the Board ' s priorities for Orange
County government' s work plan for the next year . To keep this substantial list to a
manageable and readable length , we refrained from adding explanatory context to . each
topic listed . Despite its length , the list is not exhaustive . Staff will be glad to provide
additional information to Commissioners on any topic noted , upon request .
I .
