There is a greater opportunity to create strong ad-hoc <br /> committees with an array of skills and experience for a particular project . <br /> • Diversity : Ability to broaden the diversity and perspective of the CFE by creating <br /> representation of a wider constituency. Individual committees provide a forum for a <br /> variety of views . <br /> • Involvement of former CFE members : Inviting former or departing CFE members to <br /> serve on a committee can offer continuity on commi m ttees , strengthen the CFE ' s <br /> organizational mission and preserve the CFE ' s organizational memory. <br /> Potential concerns and challenges to having Friends of the CFE <br /> Structural elements <br /> • CFE size : If the CFE becomes too large, it may make sense first to thoroughly <br /> analyze the role of each board member . Additional committee members could prevent <br /> a good distribution of duties . <br /> • Cohesion : With a variety of people, it sometimes takes a special effort to create <br /> cohesion and effective working methods for the team . <br /> Involvement and personal commitment <br /> • Representational value : It is important to be selective . Even as a non-voting member <br /> of the CFE, an outside committee member stands for the organization and needs to <br /> represent the values of the organization . <br /> • Automatic board membership : Even if committed service on a committee can be a <br /> good indication of quality future board service , it should not, and cannot by virtue of <br /> the CFE ' s by-laws , be considered an automatic step of appointment . <br /> • Confusion : Only the CFE as a whole (not Friends) makes recommendations to the <br /> BOCC . Committee members do not make decisions ; they only make <br /> recommendations , which the full CFE acts upon in making the CFE ' s <br /> recommendations to the BOCC . <br /> Integrating Friends of the CFE into Committees <br /> The following process is recommended : <br /> 1 . ) Each committee develops a 1 -2 page summary of the committee ' s charge, <br /> responsibilities , and goals/projects for the year . This is given to all CFE members <br /> annually, assuming BOCC approval . <br /> 2 . ) With input welcome from all CFE members , each committee identifies potential <br /> candidates to serve as Friends of the CFE . The committee interviews candidates and <br /> proposes the preferred candidates to the CFE . A majority vote for each candidate by <br /> the CFE is sufficient to invite a candidate to become a Friend of the CFE . <br /> 3 . ) Once a Friend has been chosen to serve on a committee , the CFE chair sends an <br /> invitation letter to the candidate welcoming him/her to the committee as an official <br /> " CFE Advisor . " The letter will identify the committee that the Friend is assigned to <br /> and describe the individual ' s responsibilities . (E . g . the projects he/she will work on, <br /> antipipated time period for each project, etc . ) Note : Friends are encouraged to <br />
