ATTACHMENT # 1 <br /> Non - CFE Members as Committee Members <br /> Purpose and Rationale <br /> Recognizing that each CFE committee could benefit from additional support from non- <br /> CFE members , the CFE proposes guidelines to recruit associates , advisors , or friends of <br /> the CFE . The guidelines would offer an official forum for the CFE to identify and recruit <br /> persons with unique expertise , different perspectives , and an interest in working with the <br /> CFE . Such volunteers or " Friends of the CFE " ( any other name ? ? ? Associates ? <br /> Partners `? ) would assist with special projects or ad-hoc work groups . They could include <br /> undergrad or graduate college students . Friends would be non-voting participants of the <br /> CFE and would not have the same liabilities or responsibilities as full- fledged CFE <br /> members . <br /> WHO /ROLE : Limited to Orange County Citizens ? Can non- Orange County <br /> citizens be Friends ? Make effort to recruit local. graduate interns who will serve for one <br /> year . Establish. a liaison with UNC , Duke , NC State , NC Central , etc . who will establish <br /> a program for interns to participate as Friends . Should students be given. a different <br /> designation/namc? Should the number of Friends on a committee be limited? <br /> WHEN/PARTICIPATION.* Do :Friends only attend committee meetings ? What about <br /> breakout sessions that we have at the end of our monthly meetings would they attend <br /> these as requested". <br /> Potential benefits from establishing Friends of the CFE <br /> Organizational development <br /> • Introduction : This is a practical and profitable way to recruit prospective CFE <br /> members . Friends of the CFE would gain hands - on experience with the CFE and <br /> could gauge their own commitment and interest . <br /> • Leadership training : The organization can involve potential board members on <br /> committees to gauge their interest and help develop leadership skills . This may be <br /> especially appropriate for young professionals . <br /> Structural benefits <br /> • Division of labor : Necessary work can get done without over-burdening CFE <br /> members . <br /> • Size : Expanding the number of committee participants enables the CFE to expand <br /> research projects and task force work without increasing the size of the CFE . <br /> • Time commitment : Friends can dedicate their time , interests , and expertise to a <br /> specific field or task force (water resources , air quality, etc . ) that interests them and <br /> matches their interests without requiring them to work on other issues addressed by <br /> the CFE . This enables the CFE to monopolize on the expertise , skills , and interests of <br /> Orange County citizens without overburdening volunteers , Friends , Orange County <br /> staff, and CFE members . <br /> Wealth of resources <br />
