Responsible Entity for Suggesting Change — The updating of this section will be <br /> conducted by Plannrectors , School Representati <br /> ing Dives , Technical Advisory <br /> Committee ( SAPFOTAC) and referred to the BOCC for certification . <br /> Projections will be distributed to SAPFO partners for review and comments to the BOCC <br /> prior to certification . <br /> 2 . Definition - A projected number of students that are generated from two different types <br /> of housing, " single - family" and "other" . Single - family also includes double-wide or <br /> greater manufactured and modular homes . " Other" includes multifamily and single - <br /> wide mobile homes . The standards were created during the Tischler and Associates <br /> School Impact Fee Report of February 2001 . <br /> 3 . Analysis of Existing Conditions <br /> Orange County expects to enter into a contract with Tischler & Associates in mid 2007 to <br /> update the student generate rate analysis and impact fee levels . <br /> Also , note that students are generated from new housing as well as from existing housing <br /> where new families have moved in . The CAPS system estimates new development <br /> impacts and associated student generation but it is important to understand that student <br /> increases are a composite of both of these factors . This effect can be dramatic and can <br /> vary greatly between areas and districts where either new housing is dominant or new <br /> families move into a large inventory of existing housing stock . <br />
