Section I <br /> B . Building Capacity <br /> 1 . Responsible Entity for Suggesting Change ing- The Plann Directors , School <br /> Representatives , Technical Advisory Committee ( SAPFOTAC) will receive requested <br /> changes that are CIP related and adopted in the prior year . CIP capacity changes will be <br /> updated along with actual membership received in November of each year . <br /> Other changes will be sent to a ` Joint Action Committee ' of the BOCC and Board of <br /> Education, as noted in the MOU, who will make recommendations and forward changes <br /> (on the specific forms with justification) to the full Board of County Commissioners for <br /> review and action . These non- CEP changes would be updated in the upcoming November <br /> CAPS system recalibration and included in the SAPFOTAC report . <br /> 2 .
