NCDOT uses a quantitative, evidence-based formula when selecting Highway projects to <br />receive funding for 2019 candidate projects (Attachment 2). The criteria address: <br />• Current volume/AADT <br />• Accident rate (Combined Safety <br />Score) <br />• Existing lane width <br />• Existing shoulder width <br />• Pavement condition score <br />• Non-Highway modal components <br />included in project <br />• Other Funding Availability <br />• County Tier Designation <br /> <br />NCDOT Division 7’s 2018 list of funded projects is also provided for reference (Attachment 3). If <br />estimated candidate project costs exceed $250,000, a Resolution of Support from the Board of <br />County Commissioners (BOCC) is required. <br /> <br />The turn-around time between NCDOT notification of requested projects, and the deadline for <br />submission is typically very short and rarely allows sufficient time for full OUTBoard review and <br />discussion. The deadline to submit projects for funding under the High Impact – Low Cost <br />Project Program is Monday, December 3, 2018. Staff will bring a list of proposed project <br />submissions to the November 28 meeting. OUTBoard is invited to submit suggestions for <br />candidate projects to staff by Wednesday, November 28, 2018 (at the OUTBoard meeting). <br /> <br />FINANCIAL IMPACT: There is no i mmediate financial impact associated with this item. <br />Budgeted funds from are being utilized. <br /> <br />RECOMMENDATION(S): Staff recommends that the OUTBoard: <br /> <br />1.
