Human Rights and C ommunity Development; Health; and Child Support <br />Enforcement) jointly addressed transit services agenda items with the <br />OUTBoard. <br /> <br />Following completion of the Bicycle Safety Task Force (BSTF) in 2017, an <br />implementation sub-committee of the OUTBoard was formed that includes four <br />members of the OUTBoard. This subcommittee has been meeting as needed, <br />with staff support, throughout 2018. <br /> <br />Brief Statement of Board/Commission’s Assigned Charge and <br />Responsibilities: <br /> <br />1. The OUTBoard is charged with advising with Board of County Commissioners <br />on the planning and programming of transportation infrastructure <br />improvements and other County transportation planning initiatives, as <br />directed by the Board <br /> <br />2. From time to time the OUTBoard may be di rected to provide input on <br />regulations on which the Planning Board has primary statutory and l ocal <br />ordinance advisory duties. In such instances, the OUTBoard shall serve in an <br />advisory capacity to the Planning Board. <br /> <br />What are your Board/Commission’s most important accomplishments? <br /> <br />In 2018, the OUTBoard has: <br />1. Received and reviewed information regarding Orange County’s SPOT 5.0 <br />project lists and scores submitted by the DCHC MPO, the BG MPO, and <br />the TARPO and NCDOT for ultimate consideration of inclusion in the <br />2020-2028 Statewide Transportation Improvement Program (STIP). <br />2. Received and r eviewed regular updates regarding NCDOT Division 7 <br />projects located in the Durham-Chapel Hill-Carrboro Metropolitan Planning <br />Organization (DCHC MPO), (Burlington-Graham Metropolitan Planning <br />Organization) BG MPO, and (Triangle Area Rural Planning Organization) <br />TARPO. <br />3. Initiated a quarterly effort to assist Planning staff with the identification of <br />small transportation projects, to be submitted to NCDOT when there are <br />opportunities to submit requests to fund Orange County projects. Potential <br />funding sources for these projects include the High Impact – Low Cost <br />Project Program, the Resurfacing Program, and the Spot Safety Program. <br />4. Received updates and commented on the NC 54 Corridor Study. <br />5. Received updates and commented on t he revised Efland-Buckhorn- <br />Mebane Access Management Plan. <br />6. Reviewed and commented on updated OUTBoard orientation materials. <br />7. Received reports from the Bicycle Safety Implementation Subcommittee, <br />and participated in review and comments at OUTBoard meetings. <br /> <br />17
