9 <br /> 165 Randy Marshall: In one community there is a concern about conservation easements. How to establish what the <br /> 166 provisions are, and how those are monitored and policed to make sure whatever the easement restrictions are, are <br /> 167 being enforced. I am not sure if there is a need to examine conservation easements across the county. <br /> 168 <br /> 169 Craig Benedict: We will mention that when we take a look at updating the Comprehensive Plan. When we do an <br /> 170 evaluation and appraisal report of your programs, that topic should come up. It won't be directly in our department, <br /> 171 but it is in the Department of Environment and Agriculture and Parks and Recreation. That was under their policy <br /> 172 area that we'll bring up to them. <br /> 173 <br /> 174 Lydia Wegman: Thank you. I look forward to the coordination with other advisory boards and how that works out. <br /> 175 <br /> 176 Perdita Holtz: We need you to adopt this with changes or we can make the changes and bring it back next month. <br /> 177 This would be the only item agenda item next month. <br /> 178 <br /> 179 Lydia Wegman: So that's an incentive for us to deal with it now. What is it you need from us? You want us to adopt <br /> 180 it with revisions as discussed. <br /> 181 <br /> 182 Perdita Holtz: The attached Annual Report and these are the things I have to add as emerging issues: removal of <br /> 183 uninhabited mobile homes in poor condition,ways to accommodate displaced mobile home residents particularly in <br /> 184 the towns; renewable energy to continue to promote and allow large scale solar facilities in appropriate areas; <br /> 185 accessory dwelling units to promote affordable housing; climate change particularly considering increasing building <br /> 186 standards to better withstand strong storms and lastly conservation easements ensuring requirements of easements <br /> 187 are being met. <br /> 188 <br /> 189 Paul Guthrie: Can I suggest a change to the climate change, to encourage buildings and developments to take into <br /> 190 account long term changes. <br /> 191 <br /> 192 David Blankfard: I think we need to pay particular attention to flood areas to encourage building that encourages <br /> 193 setbacks beyond the 100-year floodplain. <br /> 194 <br /> 195 Lydia Wegman: I have concerns about large scale solar facilities. After the last solar facility discussion,further work <br /> 196 was to have been done. I do not know that further work was done to provide specific thoughts on more appropriate <br /> 197 locations. Do you recall that, Craig? <br /> 198 <br /> 199 Craig Benedict: We were doing an analysis to find out where they can tie in to the grid like where is the crisscrossing <br /> 200 of the major transmission lines? But not how we could say this area more than another area. <br /> 201 <br /> 202 Lydia Wegman: I will simply express my discomfort with the language you just read. <br /> 203 <br /> 204 Craig Benedict: We will analyze locational criteria. <br /> 205 <br /> 206 Paul Guthrie: Do you ever take a look at the access to other forms of energy such as natural gas or something of <br /> 207 that order? <br /> 208 <br /> 209 Craig Benedict: When we look at the comprehensive plan there's an infrastructure element and probably we could <br /> 210 update it with a little more telecommunication information and energy information. We will take with the amendment <br /> 211 that you mentioned that Perdita picked up on,with those changes would the list be appropriate for adoption? <br /> 212 <br /> 213 Kim Piracci: Before we do,what is your reservation about large scale solar? <br /> 214 <br /> 215 Lydia Wegman: I am not persuaded that large-scale solar facilities are in fact a good renewable resource for this <br /> 216 county. There are other forms of solar that might be appropriate. <br /> 217 <br /> 218 Kim Piracci: When there are large scale facilities aren't there guidelines? Are there regulations regarding trees and <br /> 219 things that have to be built to block that they are visual? <br />
