7 <br /> 56 <br /> 57 PUBLIC CHARGE <br /> 58 The Planning Board pledges to the citizens of Orange County its respect. The Board asks its <br /> 59 citizens to conduct themselves in a respectful, courteous manner, both with the Board and with <br /> 60 fellow citizens. At any time, should any member of the Board or any citizen fail to observe this <br /> 61 public charge,the Chair will ask the offending member to leave the meeting until that individual <br /> 62 regains personal control. Should decorum fail to be restored, the Chair will recess the meeting <br /> 63 until such time that a genuine commitment to this public charge is observed. <br /> 64 <br /> 65 <br /> 66 AGENDA ITEM 6: CHAIR COMMENTS <br /> 67 There were none <br /> 68 <br /> 69 <br /> 70 AGENDA ITEM 7: PLANNING BOARD ANNUAL REPORT AND WORK PLAN-To discuss the annual input form which informs <br /> 71 the BOCC of the past year's activities of advisory boards/commissions and assists in overall County work planning. <br /> 72 <br /> 73 PRESENTER: Craig Benedict, Planning Director <br /> 74 <br /> 75 Craig Benedict presented a PowerPoint presentation to the Board regarding annual report and work plan. <br /> 76 <br /> 77 Craig Benedict: There is a question from our commissioners about what collaboration has occurred between this <br /> 78 board and other boards. There is not direct collaboration with other advisory boards. Some material is forwarded to <br /> 79 departments such as the Department of Environment, Resource, and Conservation regarding roads and streams. In <br /> 80 the coming year,we will suggest a follow up to our 2008 approved Comprehensive Plan regarding trends and new <br /> 81 census information. Eight separate advisory boards were active in the preparation of the 2008 Comprehensive Plan <br /> 82 and there were joint meetings that occurred. If we develop a good framework,we can get with the commissioners of <br /> 83 the other boards and be efficient in however we meet. <br /> 84 <br /> 85 Paul Guthrie: Do you have any people to monitor what is going on, in the other boards? <br /> 86 <br /> 87 Craig Benedict: Yes. We have small divisions in planning that are special projects divisions which Perdita is a part <br /> 88 of. Ashley Moncado works with the Housing Department and the school board for some of the staff. Perdita has <br /> 89 helped as liaison with the Parks and Recreation Advisory Board. Tom Altieri will help with the framework of the <br /> 90 Comprehensive Plan update. <br /> 91 <br /> 92 Craig Benedict: The commissioners have asked about economic development. The 2019 Work Plan will include: <br /> 93 Rezoning of Efland-Buckhorn-Mebane Commercial Industrial Transition Activity Node (CITAN),tables of permitted <br /> 94 use revisions, analysis and revisions to the economic development zone districts, affordable and senior housing, <br /> 95 population projections, parks and recreation dedications and payment in lieu fees,fiscal impact analysis, clustering in <br /> 96 rural areas, legislative changes, streamline regulations, and the 2019 BOCC Retreat. Emerging issues on the work <br /> 97 plan will include: rural enterprises,training and planning for board members, nuisance ordinance,transportation <br /> 98 issues,wireless and broadband access, long-term planning for potable water and waste disposal, mass <br /> 99 gatherings/special events. <br /> 100 <br /> 101 Alexander Gregory: What does the nuisance ordinance cover? <br /> 102 <br /> 103 Craig Benedict: Cities have an ability to enforce certain regulations on the appearance of land and houses. We <br /> 104 have elements to help correct things like junk cars and major health hazards. Not the ability as much as we need to <br /> 105 accomplish having things looking good in and around our economic development zones. When we have these urban <br /> 106 designated areas in the county, should we not have similar municipal controls to protect that intensity of value that we <br /> 107 have designated in a part of the county? We will put this in our legislative package to the legislature. <br /> 108 <br /> 109 Randy Marshall: At one time,didn't Orange County have a program to rid of dilapidated mobile homes? Is there <br /> 110 anything that you could do to pursue that? <br />
