91 WADAMS ORANGE COUNTY ENVRIONMENTAL ASSESSMENT> SPEC-18025 <br /> on our field investigations and minimum criteria set forth by the USACE and DWR,the following streams, buffers, <br /> and wetlands were identified within the project area: <br /> a 17 intermittent and perennial stream features, <br /> > 38 jurisdictional wetland features, <br /> a 3 jurisdictional open water features,and <br /> a Based on minimum criteria set forth by the NC Division of Water Resources(DWR) 11 stream features and 1 <br /> pond feature are subject to the 50-ft Neuse River Riparian Buffer Rules. <br /> Please note these are preliminary findings as streams,stream buffers,and wetlands will need to be flagged 1n detail <br /> and verified by the NC Division of Water Resources(DWR)and the US Army Corps of Engineers(Corps). <br /> Within the protected 50-foot wide Neuse stream buffers,DWR's Neuse River Basin Buffer Rules establish a <br /> restricted "Zone 1" buffer of 30-feet from edge of water,and a less restrictive"Zone 2" buffer that includes the <br /> outer 20-feet of the 50-foot wide stream buffer.Allowable development activities within either of the two zones of <br /> the 50-foot wide stream buffer is dependent upon the type of use(Table of Uses-DWR's Neuse River Basin)within <br /> the zones and whether that activity is designated as exempt,allowable,allowable with mitigation,and/or <br /> prohibited. Perpendicular utility and roadway crossings are generally allowable uses,while new impervious <br /> structures,buildings, parking lots,etc. are examples of prohibited uses within the stream buffer. <br /> In addition to Neuse buffers,all streams and open waters identified in the project area are subject to Orange County <br /> Stream Buffers.The width of the Orange County buffers in the project area will range from 50 to 150 feet depending <br /> on the slope and type of ground cover(forested or un-forested)within each stream-side zone.Section 6.13 of the <br /> Orange County Unified Development Ordinance(UDO)describes the process of calculating buffer widths and lists <br /> allowable uses within Orange County stream buffers. <br /> The project area encompasses portions of the Cane Creek Protected and Upper Eno Protected districts of the <br /> Orange County Watershed Protection Overlay.These watershed overlay districts have additional development <br /> restrictions beyond what is allowed in the underlying zoning district. Both the Cane Creek Protected and Upper Eno <br /> Protected districts have a limit of six percent impervious surface, no discharging landfills are permitted and industrial <br /> use is limited to non-hazardous light industrial uses with low water use(less than 10,000 gpd).Section 4.2 of the <br /> Orange County UDO contains further information on the restrictions within the watershed protection overlay <br /> districts. <br /> The North Carolina Flood Insurance Rate Maps 3710984300K and 3710984200J (effective November 17, 2017 and <br /> February 2, 2007, respectively)show that there are no FEMA flood hazard zones located in the project area. <br /> NATURAL AND CULTURAL RESOURCES <br /> Natural Resources <br /> The site is primarily forested with some areas maintained as open fields,including several horse pastures on the <br /> southern side of the project area.There are also maintained utility easements near the main entrance on the <br /> creating experiences through experience 2 of 4 <br /> 56 <br />
