McAdams Company(McAdams)completed a preliminary assessment of jurisdictional and isolated <br /> streams,stream buffers,and wetlands on a project area located at 4300 Camp Chestnut Ridge Road, Efland,Orange <br /> County, North Carolina.The subject property consists of six parcels(Orange County Tax Parcel Numbers: <br /> 9843137930,9833935222,9843137930,9843221289,9843137930 and 9842497233)totaling approximately 376 <br /> acres.The project area is currently owned by NC United Methodist Camp and Retreat Ministries, Inc. and is used as a <br /> camp and retreat center.This report summarizes the environmental features on the site. <br /> TOPOGRAPHY AND SLOPES <br /> The project area primarily contains gently rolling topography with some steeper slopes adjacent to the streams on <br /> the south side of the lake.There is one relatively flat floodpla1n wetland area in the northeast corner of the site. <br /> Topography across the property generally has less than a 15 percent slope,and in a few places approaches a 30 <br /> percent slope. Naturally occurring steep topography is in proximity to riparian corridors sloping toward the <br /> centerline of streams.There are no steep slopes caused by human alteration. <br /> DRAINAGE AND WATER RESOURCES <br /> McAdams completed a preliminary assessment:of jurisdictional and isolated streams,stream buffers,and wetlands <br /> in the project area.The jurisdictional waters of the U.S. (surface waters and wetlands)and isolated wetlands and <br /> surface waters assessment consisted of a review of natural resource information sources and an on-site inspection. <br /> The objective was to approximately locate the boundary of jurisdictional and isolated wetlands as defined by the <br /> 1987 U.S.Army Corps of Engineers (USACE)Wetland Delineation Manual and Regional Supplement to the Corps of <br /> Engineers Wetland Delineation Manual: Eastern Mountains and Piedmont Region (Version 2.0)and to identify <br /> jurisdictional and isolated surface waters subject Orange County Stream Buffers according to the Orange County <br /> Unified Development Ordinance. <br /> The U.S. Geological Survey(USGS)7.5-minute Efland, NC quadrangle(Figure 1), U.S. Fish and Wildlife Service <br /> National Wetland Inventory(NWI) Maps,the U.S.Department of Agriculture Soil Survey of Orange County, NC <br /> (Figure 2),and North Carolina Flood Insurance Rate Maps were reviewed prior to conducting a field assessment of <br /> the project area. Most of the project area Iles within the Neuse River Basin in the Sevenmile Creek-Eno River <br /> subwatershed(12-digit H U C 030202010302).Southern portions of the project area lie within the Cape Fear River <br /> Basin in the Cane Creek subwatershed(12-digit H U C 030300020503). Most of the stream features within the project <br /> area are tributaries to Seven mile Creek(DWR Stream Index Number 27-2-6-(0.5)).Stream features within the <br /> satellite parcel adjacent to Chestnut Ridge Church Road are tributaries to Cane Creek(DWR Stream Index Number <br /> 16-27-(1)).All stream features in the project area have stream classifications of Water Supply II (WS-II),High Quality <br /> Waters(HOW),and Nutrient Sensitive Waters(NSW). <br /> An on-site inspection was completed on April 19,20, and 27 and May 5,2018.The Existing Conditions Exhibit(Figure <br /> 3) depicts the approximate locations of the streams,wetlands,open water,and Neuse riparian buffers identified <br /> within the study area.The identified jurisdictional features were approximately located using hand-held GPS.
