Fleming, Jr., PE, Engineering/Stormwater Supervisor
DATE: 10/19/18
PROJECT: Chestnut Ridge Camp and Retreat Center
PIN's: 9843137930, 09833935222, 9843055036, 9833921230, 9843221280,
and 9842497233
SUBJECT: Class B SUP SU18-00019 — Revised Site Plan package, latest cover
sheet revision date 07/30/18.
EROSION&SEDIMENTATION CONTROL./STCRMWATER MANAGEMENT COMMENTS:
These comments are relative to a revised site plan submitted for the NC United
Methodist Camp & Retreat Ministries, Inc. by The John R. McAdams Company, Inc.
(McAdams). Having reviewed the subject project, Erosion & Sedimentation Control 1
Stormwater staff members understand this project must proceed through certain
discretionary actions in order to determine functional and economic viability, prior to the
developers investing in more detailed design and subsequent jurisdictional submittals
for compliance reviews and permits. This Division takes no exception to an approval of
the Special Use Permit application.
Erosion Control Plan and Stormwater Management Plan Required:
Although about 7 acres in the southeastern corner of PIN 9843137930 and all of PIN
9842497233 are located in the Cane Creek Protected Watershed, all of the proposed
development is located within the Upper Eno Protected Watershed. Therefore, this
development must satisfy the provisions contained in Sections 6.14 and 6.15 of the
Orange County Unified Development Ordinance (UDO), if land disturbance exceeds the
following thresholds:
• Erosion & Sedimentation Control -- 10,000 SF
■ Stormwater - 12,000 SF (Cumulative Disturbance)
We see no structural stormwater control measures (SCM's) proposed in the current site
plan. If low-impact development (LID) can be proven through analysis, which seems
likely with the significant acreage involved, structural SCM's may be avoided [see UDO
Section 6.14.6 (B)].
highly recommend that the applicant direct their designer to contact Wesley Poole,
Erosion Control Officer Il, at (919) 245-2587 for guidance as they proceed into the
construction document phase.
S:S_Emsbn Control and Wales QuaII PM i8 1019_HWF-00-E850_DACi MO(C41OMnulRldgeCami 5SUf8-008t9).dwx 370
