The NIM allows neighboring; property owners ask questions about the <br /> project outside of the formal,legal constraints of a BOA Public hearing. <br /> • Staff explained that the BOA Public hearing, which is scheduled for November 12, 2018, is a <br /> quasi-judicial process. It is similar to a court proceeding in that evidence is entered into the <br /> record,those giving testimony are sworn in,and hear-say is not admissible. <br /> • Staff briefly reviewed the documents and the requirements for a Class B SUP. <br /> Presentation from Charlie Oakley and Nick Jeffries: <br /> • The Applicant and Consultant reviewed the major elements of the project the history of the camp. <br /> • The neighborhood residents inquired and reviewed the plans as they relate to their homes. They <br /> were in overall support, but asked questions regarding the phasing, the use of the horse pasture <br /> and facility, potential visibility from their properties, timeframe for development and access at <br /> Mt. Willing and Camp Chestnut Ridge Road. Residents along the common property line with the <br /> Low Pressure system also noted that the audible alarm seems to go off sometimes late at night. <br /> NIM Conclusion <br /> • Staff reviewed the next steps in the process and shared contact information. They also noted that <br /> the applicant will revise their plans and make commitments to address the items discussed. <br /> 1329 <br />
