Box 8181 <br /> www.orangecountync.go►► NORTH CAROLINA Hillsborough, NC 27278 <br /> o <br /> November 2, 2018 <br /> NOTICE OF <br /> BOARD OF ADJUSTMENT PUBLIC HEARING <br /> TO REVIEW A CLASS B SPECIAL USE PERMIT APPLICATION <br /> PROPOSING MODIFICATIONS TO EXPAND AN EXISTING CAMP/RETREAT CENTER <br /> CALLED <br /> "CAMP CHESTNUT RIDGE" <br /> To Whom It May Concern: <br /> You are receiving this letter because you are listed as an owner of property within 1,000 <br /> feet of five parcels of land totaling approximately 376 acres located along Camp Chestnut Ridge <br /> Road. The properties are further identified by Orange County Property identification Numbers <br /> (PINs) 9843-22-1289; 9843-13-7930; 9843-05-5036; 9833-93-5222; and 9842-49-7233. The <br /> properties are: Zoned Agricultural Residential (AR); Within the Upper Eno Protected and Cane <br /> Creek Protected Watersheds; and located in the Cheeks Township of Orange County. <br /> NC United Methodist Camp & Retreat Ministries, Inc, (owners of Camp Chestnut Ridge) <br /> are proposing to expand and improve the camp's facilities to meet their anticipated growth over <br /> the next 20-30 years. The proposed development would expand and/or develop 37 structures <br /> and/or areas (e.g. cabins,.-'camping areas, meeting facilities, shelters and recreational areas). <br /> Please refer to the attachedmap for additional details. <br /> The Orange County Unified Development Ordinance (UDO) Section 5.2 Table of <br /> Permitted Uses classifies the "Camp Retreat Center" and Recreation Facility (Non-profit) <br /> components of this request as uses which may be permitted in the AR zoning district so long as <br /> they are subject to the review, approval, and issuance of a Class B Special Use Permit (SUP) by <br /> the Orange County Board of Adjustment. <br /> UD❑ Section 2.7 requires that the BOA hold a public hearing in a quasi-judicial format, <br /> and that notices be sent to property owners within 1,000 feet of the subject property. The BOA <br /> will hold a public hearing to decide the Class B SUP request on November 12, 2018. <br /> The review of all SUP applications are carried out in a quasi-judicial format, meaning that <br /> decisions relating to the approval or denial of an application are based solely on the sworn <br /> testimony of all parties involved with the case, both those for and against an application, as well <br /> as the review of competent, material, and substantial evidence submitted during the public <br /> hearing. <br /> Quasi-judicial hearings and decisions require a `fair trial standard' including accepting only <br /> competent, material, and substantial evidence.
