11_.11.aITER, =o <br />To: John Link, County Manager <br />Cal Horton, Chapel Hill Town Manager <br />Steve Stewart, Carrboro Town Manager <br />From: Greenhouse Gas Emissions Joint Staff Work Group <br />Date: September 29, 2004 <br />Subject: Status Report and Recommendation - Joint Greenhouse <br />Gas Emissions Inventory and Action Plan Project <br />At the Assembly of Governments meeting on the 29th, our joint staff <br />work group' would like to provide a status report on our work toward <br />identification of a consultant for the planned Greenhouse Gas (GHG) <br />Emissions Inventory and Action Plan. If the boards are ready to <br />proceed, we would propose to bring back to each individual board a <br />Memorandum of Agreement and a recommendation for contract to <br />perform these services. <br />Background <br />In 2002 and 2003 Carrboro, Chapel Hill and Orange County joined the <br />International Council of Local Environmental Initiatives (ICLEI) and the <br />Cities for Climate Protection program. As members of ICLEI, the local <br />governments have committed to take steps to reduce greenhouse gas <br />emissions that contribute to global warming. Internationally, over 400 <br />local and national governments are members of this organization. <br />There are 66 member governments in North America - ranging from <br />Annapolis, Maryland to Windsor, California - but Chapel Hill, Carrboro <br />and Orange County are the only member local governments in North <br />Carolina. The City of Durham is a member of the Clean Cities Coalition <br />but not of ICLEI. (Information about ICLEI is provided as Attachment <br />1). <br />One of the first actions toward reducing GHG emissions requested of <br />member governments is an inventory of emissions and the <br />development of an action plan. At the April 29, 2003 Assembly of <br />1 - The Joint Staff Work Group includes the following members - from Carrboro, Trish McGuire and Noah <br />Ranelis; from Chapel Hill, Chris Berndt, Phil Hervey and David Bonk, from Orange County, David Stancil, <br />Karen Lincoln, and Tina Moon; and from UNC, Cindy Shea. <br />
