9.1 Budget <br />Because of the investigative nature of the proposed work, it is recommended that the <br />proposed budget be presented as an upset limit as opposed to a lump sum, <br />It is estimated that ICLEI's involvement in the process would amount to 76 days — <br />subject to the outcome of the investigative stages in the project as well as the <br />requirements for filling data gaps. <br />Therefore, IES proposes a budget of $40,000 USD as maximum limit subject to per <br />diem rates for three levels of staffing. <br />The following chart illustrates the estimated allocation of roles. Final role allocation is <br />subject to final reconciliation within the upset limit. <br />Proposed Conditions <br />1, Monthly activities submitted for approval. <br />2. Cancellation clause available subject to compensation to IES for work completed up <br />to date of notification. <br />3. Activities to be pre - approved prior to commencement of work on a monthly basis. <br />9.2 Criteria Air Pollutant (CAP) Analysis <br />ICLEI Energy Services would also like to offer Orange County the option of including <br />criteria air pollutant (CAP) emissions quantification (e.g., NOx, SOX, VOC, CO, PM -10) <br />in the GHG inventory and action plan. While not requested in the RFP, reporting air <br />emissions co- benefits of GHG actions in the Orange County Climate Action Plan will <br />help the county meet its objective of linking the plan to ozone - related strategies such as <br />the LRTP and /or, to any Early Action Compact (EAC) processes underway in the region. <br />In addition, air emissions co- benefit information will provide the Air Quality Advisory <br />Group further information for selecting climate action plan strategies maximize impact <br />on air emissions. <br />13 <br />Rate (er diera) 1 <br />Days <br />' USD t <br />Sta <br />SemoiAanager .
