Because of their dealings with radio system vendors on a regular basis, our consultants have <br /> insights into vendors' negotiation methods and practices and can assist the County in resolving <br /> negotiation issues. As an example, in one of our current county projects in Virginia, our negotiations <br /> resulted in a savings of approximately 40 percent of the total cost of the system. <br /> Grant Research and Application Support—FE can assist with researching grant and other funding <br /> sources to subsidize the implementation of the County's system. We can also assist with completing <br /> and submitting applications. <br /> Implementation Oversight and Management—FE is fully capable of providing unbiased and <br /> objective implementation oversight and management services should the County desire. Many of <br /> FE's clients who have contracted our firm to provide needs assessment, design, and/or procurement <br /> services have also retained FE to oversee implementation. FE can provide these services to Orange <br /> County as well, refining the activities based on the final radio system specifications and approved <br /> vendor contract. These activities may include the following. <br /> • Detailed System Design and Acceptance Test Plan Reviews <br /> • Detailed system design and ATPs (vendor produces and presents, FE reviews) <br /> • Shop drawings including structures (vendor or engineer produces, FE reviews) <br /> • Factory test plan(vendor tests, FE verifies results) <br /> • Equipment Inspections <br /> • Equipment list(vendor produces, FE reviews) <br /> • System component delivery (vendor orders, FE verifies) <br /> • Installation Inspections <br /> • Site and subscriber installation inspections (radio and construction vendor, FE observes <br /> and verifies) <br /> • Site inspections—workmanship, structural and civil work, etc. (radio and construction <br /> vendor, FE observes and verifies) <br /> • Dispatch center console inspections (radio and console vendor, FE observes and <br /> verifies) <br /> Testing Oversight Services—FE can also provide radio system testing oversight services.
