Coverage Analysis <br /> Included in the Orange County Radio System Alternatives Report, FE will provide Orange County <br /> with interoperability requirements identified by the users, and an analysis identifying where those <br /> needs are or are not being met by the current system. <br /> 3.2.8 Budgetary Costs (RFP 5.C.10) <br /> 10. Obtain and submit budgetary costs for alternatives presented, and assist the review <br /> committee to prioritize acquisitions and implementation <br /> Using our in-house FECostProTM tool, FE will estimate the cost of each viable alternative. This <br /> high-level, quantitative analysis relies on our team's knowledge base, which spans numerous <br /> similar county projects. Cost estimates will be further refined for the single alternative chosen by <br /> the County review committee. <br /> 3.2.9 Migration Plan (RFP 5.C.5) <br /> 5. Develop a comprehensive migration plan for all current infrastructure users. <br /> Orange County will benefit from our experience preparing migration plans for hundreds of public <br /> safety entities, including municipalities, counties, and states. FE will work with the County to define a <br /> user migration plan for the selected solution. This top level plan will outline the steps necessary to <br /> efficiently transition to a new system and focus on these key areas: <br /> 1. Implementation planning <br /> 2. Financial alignment <br /> 3. Operational planning <br /> 4.
