DocuSign Envelope ID:67496B91-FCOD-4188-A6C5-F7496722386E <br /> - 1 Orange County, North Carolina <br /> ORANGE Countywide Radio Communications <br /> COUNTY <br /> NUM li(AR(/LINA Interoperability and System Engineering Services <br /> • Functional, performance, and operational requirements <br /> • Paging system requirements <br /> FE will include the needs analysis in the Orange County Radio System Alternative Report and <br /> present our findings to the Orange County project team, users, and governing committee as <br /> described in Section 3.2.3 below. <br /> 3.2.3 Alternatives Analysis (RFP 5.8.3) <br /> Once FE has completed and analyzed the information from the project initiation meeting, user needs <br /> interviews, and site and equipment documentation, we will develop a mutually agreed upon number <br /> of radio system alternatives. Our alternatives will provide a uniform approach to developing a <br /> countywide network that reuses as many County assets as possible and that relies on industry best <br /> practices stemming from numerous similar, successful projects. The alternatives will provide the <br /> same or better reliability and redundancy as the existing system, and will be focused on improving the <br /> coverage provided by the current system. <br /> These alternatives will be subjected to the analyses described in Sections 3.2.4 to 3.2.8 below. The <br /> alternatives will address the advantages, disadvantages, issues and considerations specific to the <br /> needs of Orange County users, and focus on coverage (outdoor and in-building), capacity, and <br /> interoperability. Areas to be considered will include the following: <br /> 1. Frequency range (low band, high band, UHF, 700, 800) and an analysis of spectrum <br /> availability within each frequency range <br /> 2. Wide band versus narrow band radios <br /> 3. Analog, digital or combination including P25 Phase I and II air interface compatibility <br /> 4. Encryption options and capabilities <br /> 5. Countywide radio communications interoperability and systems engineering services <br /> 6. Operating protocol (conventional, trunking, combination) <br /> 7. One infrastructure or more, meaning the following: <br /> i. A single infrastructure to serve the combined needs of all users in the County, or <br /> ii. Two or more infrastructures (one or more to serve the urban/metro area, and/or one or <br /> more to serve the areas outside the urban/metro area)with appropriate interoperability <br /> capabilities <br /> 8. Procurement scope, meaning the following: <br /> i. County procures the core infrastructure, and each user entity(towns, OWASA, schools, <br /> and other end users) must procure their own end-user equipment(base, mobile and <br /> portable radios, and pagers) <br /> ii. County procures all core infrastructure and all end user entity equipment (based on the <br /> number of end user equipment items in service at the time of the needs analysis) <br /> iii.
