Because we already <br /> have the detailed knowledge about the County's sites and equipment, we will save the County <br /> money, reduce the schedule time, and reduce the risks. Although we believe we have the current site <br /> data, as an option and if the County desires, FE can perform physical site surveys and structural <br /> analysis on all sites. <br /> We will analyze both the transmitter and dispatch sites. Our analysis will include control equipment, <br /> backhaul equipment, repeaters, base stations, dispatch equipment, and other critical communications <br /> infrastructure installations. We will evaluate the capability of existing equipment to be used in the <br /> new, upgraded radio system. <br /> FE will identify any issues that affect the modification and use of the sites for a new/upgraded Orange <br /> County system. FE will use the results of our analysis in subsequent system alternatives analysis <br /> tasks. <br /> High-level Requirements Definition <br /> FE will develop a set of high-level requirements based on the needs assessment meetings and <br /> assumptions agreed upon with the County. We will typically define requirements for the following: <br /> • Basic functionality <br /> • Mobile and portable coverage needs <br /> • Mobile and portable roaming needs <br /> • Infrastructure and backhaul components <br /> • Number and basic functionality of subscribers <br /> • Network management <br /> • Capacity and spectrum <br /> • Interoperability among local agencies and public service departments, adjacent counties, <br /> state and federal agencies <br /> • Dispatch center capabilities <br /> • Maintenance and service level <br /> We will consider the desired and feasible use of the County's site and equipment investments for <br /> each applicable requirement. <br /> Deliverable—Needs Analysis Report (RFP 53.2 and 5.C.1) <br /> B.2. Documentation and assessment of existing communications capabilities;including <br /> review, summarization and validation of previous documents and studies. <br /> C.1.A draft needs analysis shall be presented to the end-users for validation in at least two <br /> group meetings, and then to the committee for final approval. <br /> FE's needs analysis report will include the following: <br /> • Discussion of issues and existing system capabilities/vulnerabilities <br /> • Analysis of interoperability gaps <br /> • Mobile, portable, and in-building coverage requirements <br /> Copyright Protected Do Not Duplicate 25 c+ <br />
