Location <br /> Phase 1—Needs Analysis and Alternatives Analysis <br /> Review interoperability needs with all agencies serving citizens and/or <br /> territory within the county and those law and fire/EMS agencies bordering <br /> Orange County, including gateway or P25 ISSI needs for users not served <br /> by the proposed infrastructure (i.e. ambulances from outside Orange 5.C.3 3.2.7 <br /> County needing inter-communications with Orange County-based <br /> hospitals) as may be identified. <br /> Conduct and analyze coverage studies of proposed infrastructure based <br /> on multiple tower sites in order to provide countywide coverage including <br /> the potential of new communications sites, additional "satellite" receiver 5.C.4 3.2.4 <br /> sites, and/or paging sites. <br /> Perform Alternatives Analysis 3.2.3 <br /> Presentation of infrastructure alternatives to the review committee for the <br /> purposes of narrowing the alternatives down to one (1) recommended <br /> solution to be approved by the committee that will be the basis of the <br /> balance of the project. Alternatives that will be presented shall include 5.B.3 3.2.3 <br /> pros, cons, advantages, disadvantages, issues and considerations <br /> specific to the needs of Orange County users <br /> Obtain and submit budgetary costs for alternatives presented, and assist <br /> 5.C.10 3.2.8 <br /> the review committee to prioritize acquisitions and implementation <br /> Recommend and submit a planned acquisition and implementation <br /> process based on the option approved by the review committee. 5.C.6 3.2.10 <br /> Phase 2—Procurement Support <br /> Develop a comprehensive migration plan for all current infrastructure <br /> 5.C.5 3.2.9 <br /> users. <br /> Development of a vendor-neutral request for proposal (RFP) suitable to <br /> be released to the vendor community for the purposes of procuring the 5.C.7 3.2.12 <br /> approved alternative. <br /> Facilitation of the RFP process, including staff support to the County in <br /> conducting a comprehensive evaluation of RFP responses received. 5.C.8 3.2.13 <br /> Create and submit computer aided design (CAD) drawings as required. 5.C.9 3.2.14 <br /> The specific tasks to be performed in completing Orange County's project are detailed in Section 3 of <br /> this proposal. <br /> Copyright Protected Do Not Duplicate 6 Gam' <br />
