For each of these <br /> areas the proposer is to describe in a simple and straightforward manner the overall <br /> approach the consultant proposes to use when completing the study, as well as a discussion <br /> of how options and recommendations will be presented to the review committee and Orange <br /> County. <br /> 1.1 Understanding of the Project <br /> Orange County, North Carolina currently uses the state-owned and operated Voice Interoperability <br /> Plan for Emergency Responders (VIPER) 800 MHz trunked radio system.
