BACKGROUND: Peggy Misch, a member Orange County Bill of Rights Defense Committee and the NC Commission of Inquiry on Torture, has requested that the Board of Commissioners consider the attached Resolution In Support of Campaign to Make North Carolina a No-Torture State. The resolution was proposed by the North Carolina Commission of Inquiry on Torture (NCCIT), a 501(c)(3), non-profit organization described at www.nccit.org. The organization was created to address the issue of North Carolina's role in secret detention and torture, and to craft a model of accountability that can inspire similar efforts elsewhere. A copy of NCCIT's recent 84-page North Carolina Commission of Inquiry on Torture Report is available at .NCTortureReport.org. FINANCIAL IMPACT: There is no financial impact associated with this item. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this item: • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND INEQUITY The fair treatment and meaningful involvement of all people regardless of race or color; religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic background; age; military service; disability; and familial, residential or economic status. RECOMMENDATION(S): The Manager recommends that the Board consider approving and authorizing the Chair to sign the resolution.
