ORANGE COUNTY 1 <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: December 11, 2018 <br /> Action Agenda <br /> Item No. 4-b <br /> SUBJECT: Proclamation — Bill of Rights Day <br /> DEPARTMENT: BOCC <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Proclamation Donna Baker, Clerk to the Orange <br /> County Board of Commissioners, <br /> (919) 245-2130 <br /> Margaret (Peggy) Misch <br /> PURPOSE: To adopt a proclamation to officially recognize Bill of Rights Day in Orange County <br /> during the month of December. <br /> BACKGROUND: Margaret (Peggy) Misch of the Orange County Bill of Rights Defense <br /> Committee has requested that the Board adopt a Bill of Rights Day proclamation. <br /> The necessary States ratified the Bill of Rights, the first ten amendments to the United States <br /> Constitution, on December 15, 1791. The Bill of Rights protects every person of this state and <br /> nation from the infringement of basic human and civil rights; and the freedoms of speech and <br /> association and the right to due process and equal protection of the law, as embodied in the Bill <br /> of Rights, are a model for democratic institutions and laws all over the world. <br /> The Chair has been asked to read the Board's adopted proclamation at 12:00 Noon on <br /> Thursday, December 15, 2018 at the Peace and Justice Plaza (corner of East Franklin and <br /> Henderson Streets) in Chapel Hill. <br /> FINANCIAL IMPACT: There is no financial impact associated with consideration of the <br /> proclamation. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this agenda item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br /> ethnic background; age; military service; disability; and familial, residential or economic <br /> status. <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br /> RECOMMENDATION(S): The Manager recommends the Board adopt the Proclamation <br /> regarding Bill of Rights Day and authorize the Chair to sign the Proclamation. <br />
