1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: December 11, 2018 <br /> Action Agenda <br /> Item No. 8-h <br /> SUBJECT: Service Renewal with Spectrum for Connecting County Buildings with Network <br /> Services and Dedicated Internet Access <br /> DEPARTMENT: Information Technologies <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 1 — Spectrum Customer Service Order Jim Northrup, Chief Information Officer, <br /> 2 — Spectrum Terms and Conditions 919-245-2276 <br /> 3 — Spectrum Cost Comparison <br /> PURPOSE: To approve a Service Renewal between Orange County and Charter <br /> Communications Operating, LLC for network services and upgrade of Dedicated Internet <br /> Access (DIA) from 200Mbs to 500Mbps. <br /> BACKGROUND: Orange County has contracted with Charter Communications Operating, LLC <br /> (Spectrum) for over 12 years to connect County facilities with leased network circuits, i.e., fiber. <br /> Currently, and with regard to computer network services and voice over internet protocol phone <br /> services, Orange County Government Buildings are connected to each other in one of three <br /> ways: <br /> 1. Campus fiber connections - Examples of campus fiber would be all of the buildings in <br /> downtown Hillsborough are connected with County owned and maintained fiber. The <br /> Southern Human Services Center/Seymour Center campus is another example. <br /> 2. Leased network circuits from Charter Communications, i.e., Spectrum Metro-E <br /> connections — Typically, these 11 circuits connect buildings outside the reach of campus <br /> fiber back to the Hillsborough Datacenter. <br /> 3. Microwave — The only example of this type of connection is a connection between the <br /> new Eubanks Road Solid Waste Scale house and the Solid Waste Maintenance Garage. <br /> The County's current Dedicated Internet Access (DIA) servicing County buildings and public wifi <br /> is currently at 200Mbps and will be upgraded to 500Mbps via this action. There are thousands <br /> of simultaneous public devices utilizing County public wifi services. While these connections do <br /> not affect staff Internet speed, staff had observed that the 200Mbps connection is consistently <br /> maxing out due to combined public and staff demand. <br /> Due to DIA price reductions, the monthly cost for DIA will decrease from $2,700 per month to <br /> $2,200 a month. <br />
