SAPFO was designed to ensure that new grov~th within <br />the County's two school districts occurs at a pace that allows Orange County and the school <br />districts to provide adequate school facilities to serve the children who will be living within new <br />residential developments.. <br />SAPFO Machinery <br />The SAPFO f.1OUs (6lemorandums of Understanding) provide that the Board of County <br />Cmmi55ionerS Shaii apprOVe the SChGCi DtSiIiCS' PC'Bm:bci i5 membership and capacify <br />nUmb2s~ L•ii'u^.in i:fteen days after receiving u:e n:Ymbars frCm the $Ch001 DI$tri,:is,.
