3 <br /> <br />○ Proximity to family and friends was a major concern cited by residents regarding <br />relocation.Ste2: What is the data? <br />● Communities in these mobile home parks have expressed that they would like to remain <br />in their homes and communities. <br />○ There has been an emphasis placed on the importance of remaining within the <br />Chapel Hill-Carrboro school district. <br />● Lack of action could result in many of these residents to become homeless as many do <br />not have alternative options for housing. <br /> <br />Step 3: How are communities engaged? <br />Orange County Health Department and the Family Success Alliance surveyed several mobile <br />home parks. <br />● The engagement process informs us: <br />1) that multiple facets of residents’ identities inform their decisions and <br />preferences, most notably race, class, and documentation status. <br />2) that not everyone in these mobile home parks has the opportunity to advocate <br />themselves, as they are in vulnerable situations, often living in fear of deportation <br />and separation from family members. <br /> <br />Step 4: What are your strategies for advancing racial equity? <br />The County should work actively to incorporate a racial-equity sense in all the work they do. <br />This includes: <br />1) facilitating conversations on poverty, race, affordable housing, or documentation-status. <br />○ These conversations should include and empower marginalized voices. By <br />partnering with community organizations like the Community Empowerment Fund <br />and the Family Success Alliance, the County can create effective spaces for <br />these conversations. <br />2) systematically surveying and documenting the responses of these individuals. <br />○ Listening and responding to the voices of marginalized populations in creating <br />and executing our proposal advances racial equity. <br />3) acknowledging that the needs of the community are subject to change and evolve as our <br />proposal begins to affect communities. <br /> <br />Step 5: Desired Outcomes, Proposals <br />Our desired outcome is one in which the wishes of community members are respected and <br />racially disproportionate harm is minimized. <br /> <br />Plan 1: Purchase Land <br />Costs: Principal purchase price and lost values of property taxes, while there would be income <br />flowing in from rent payments. <br /> <br />Benefits: While this is likely the most expensive option, it certainly minimizes the inflicted racial <br />inequity. Families would not have to relocate, nor would they have to fear future relocation; <br />furthermore, the desires of the community to remain in their current location would be <br />respected. <br /> <br />Plan 2: Relocated (Less Ideal) Plan 2: Relocate (Less Ideal) <br />Costs: Pay to relocate the residents (and their homes) to a plot of land owned by the County <br />within the preferred school system. The major expenses would be the physical relocation of the <br />mobile home park, as well as the establishment of proper sewage and electrical systems <br />
