He said a policy is 5 <br />unnecessary. 6 <br />Commissioner Price said having a policy would inform elected officials not to even apply, 7 <br />and thus avoid getting their hopes up. 8 <br />Commissioner McKee said these are big boys and girls, who can handle it. 9 <br />Chair Dorosin said he is hearing that a majority of the Board of County Commissioners is 10 <br />in favor of making this part of the advisory board policy. 11 <br />Commissioner Rich suggested that the Clerk poll other jurisdictions, as maybe there are 12 <br />other solutions out there. 13 <br />Chair Dorosin asked if any members of the BOCC serve on municipal boards. 14 <br />The Board said no. 15 <br />Commissioner Rich said she would not even try to serve. 16 <br /> 17 <br />4. Discussion/Decision Point: 18 <br />-Applicants – To consider either revising the Applicant Application to allow 19 <br />applicants to include other governmental boards (municipal) they may be 20 <br />currently serving on OR requiring that applicants can only serve on two 21 <br />advisory boards (which our policy currently states but that only includes other 22 <br />Orange County advisory boards) and including within this parameter for two 23 <br />boards – both Orange County and/or municipal boards. 24 <br /> 25 <br />Chair Dorosin said this gets to the heart of the “closed circle” that participates in 26 <br />boards/commissions. 27 <br />Commissioner Price clarified that this would limit one from being on Orange County 28 <br />Planning Board, Chapel Hill Planning Board and OWASA all at the same time, for example. 29 <br />Chair Dorosin said yes. He said the current policy states that one can only serve on 2 30 <br />Orange County boards, and this would limit service to one Orange County board and one other 31 <br />board. 32 <br />Donna Baker said in order to accomplish this staff could add another question to 33 <br />application as to which boards an applicant is currently serving on outside of Orange County 34 <br />boards. 35 <br />Commissioner McKee said he is not in favor of this change as the BOCC already has 36 <br />the authority to accept or reject any applicant to its boards/commissions. 37 <br />Commissioner Price said one can serve on two County boards as well as one task force. 38 <br />Commissioner Rich said it is important to know where other people are serving from an 39 <br />informational standpoint, and perhaps a policy is unnecessary, but she would like to know the 40 <br />information. 41 <br />Commissioner McKee said he questions how often this is really happening, and doubts it 42 <br />is happening enough to warrant a policy. He said he is fundamentally against layer upon layer 43 <br />of bureaucracy.
