Discussion/Decision Point 7 <br />--To consider not having elected officials from other jurisdictions representing 8 <br />Orange County on a board/commission. 9 <br /> 10 <br />Chair Dorosin said there is no policy for this at this point. 11 <br />Commissioner Rich said this discussion point was raised in response to having former 12 <br />Board of County Commissioners members representing Orange County once retired. She said 13 <br />she does not like this practice. 14 <br />Chair Dorosin asked if she would feel this way even if it is a position that would 15 <br />otherwise be filled by an Orange County resident. 16 <br />Commissioner Rich said it would be fine to be a resident representative, but they should 17 <br />not be representing the BOCC. 18 <br />Chair Dorosin said this discussion point is broader than that, and gave the example of 19 <br />someone from the Chapel Hill-Carrboro City Schools board, wanting to be on the Orange 20 <br />County Planning Board. 21 <br />Commissioner Price read it as Commissioner Rich did. 22 <br />Chair Dorosin said he thinks all can agree that no one should represent the BOCC other 23 <br />than current Commissioners. 24 <br />Commissioner Rich said the Board has done that very thing on two occasions. 25 <br />Chair Dorosin said he thinks everyone agrees that should not happen. 26 <br />Chair Dorosin said this question came up because another elected official was serving 27 <br />on an Orange County boards. 28 <br />Commissioner Marcoplos asked if this could be addressed on a case by case basis, and 29 <br />if an elected official is especially well matched to serve on a board then it seems acceptable to 30 <br />allow them serve. He said a member of the Chapel Hill Town Council serving on the Orange 31 <br />County Planning Board would likely not be a good idea. 32 <br />Chair Dorosin said that is the status quo. 33 <br />Commissioner McKee said the BOCC is already able to appoint or not appoint whom it 34 <br />likes to boards or commissions. 35 <br />Chair Dorosin said the question is whether the Board keeps it on an ad hoc policy, or 36 <br />make it a matter of policy that if one is serving as an elected official on another board in Orange 37 <br />County, then one should not be apply to be on a County advisory board/commission. He said if 38 <br />one is extremely interested, one can attend the meetings. 39 <br />Chair Dorosin said an elected official has many opportunities to have a voice in local 40 <br />government and can also have the ear of the BOCC quite easily. He questions if they need to 41 <br />serve on a board. 42 <br />Commissioner Price said she would prefer to see people go as an interested citizen or a 43 <br />liaison, but not as a voting member. She said having an elected official on a board/commission 44 <br />can be intimidating to others. 45 <br />Chair Dorosin said he sees no reason to make them a liaison, and if one is interested 46 <br />they can simply attend meetings. He said he has mixed feelings about it: if one wants to serve, 47 <br />one should be able to serve; however, he also sees it as a closed universe when elected 48 <br />officials serve on advisory boards. He said these boards/commissions are like the minor 49 <br />leagues to becoming an elected official, and there is a desire for greater diversity and new 50
