DocuSign Envelope ID:9D837DE1-58E6-47AF-80AC-29E747EBFFCE
si Proposal for Above-Ground Landfill Gas Survey and Stream Sampling
Hillsborough Dump
ID No. NONCD0000483
Task Orders 483DP-4,5 and 6
• The inlet port of each meter will be set at approximately six-inches above the ground surface at each
location. The meters will be operated for approximately one minute at each location and the readings will
be recorded on a pre-developed form.
• A flag with the name of the screening location (Le, 134) will be placed at each location where compounds
are detected. GPS coordinates will be collected at these locations.
+ A temperature and humidity meter(thermohygrometer)will be used to record these parameters in
ambient air at least hourly.
• A figure called Above Ground Vapor Survey Map will be prepared that identifies the locations where
detections above background concentrations were recorded during the survey. This map will only be
provided if detections are recorded above background concentrations.
Refer to Figure 1 for the proposed sampling grid.
Subtask B Surface Water and Sediment Sampling
Sample Protocol
Media samples will include surface water and stream sediment,and will be collected by the methods described in
S&ME's Standard Operating Procedures and Quality Assurance(SOP/QA) Manual('Judy 2070), previously approved
by NCDEQ. Media samples will be analyzed by a North Carolina certified laboratory using the most current USEPA.
Contract Laboratory Program Target Compound list for:
• Volatile organic compounds(VOCs) by EPA Method 8260, including the 10 largest tentatively identified
compounds (TICs);
• 1,4-Dioxane by Method 8260SIM
• Semi-volatile organic compounds(SVOCs)by Method 8270 including the 10 largest TICS;
• Metals by totals analysis(antimony,arsenic, beryllium, cadmium, chromium, copper,iron, lead,
manganese, nickel,selenium,silver,thallium,and zinc) by Method 6020;
• Mercury by Method 7471 (solids) or 7470A(liquid);
• Ammonia by Method 350.1 or 9050;.
• Sulfate by Method 300 or 9056;and
■ Nitrate by Method 300,9056, or 353.2.
S&ME will collect surface water and sediment samples at the eight locations shown on the attached site map
(Figure 1) according to our SC]P/QA Manual. The coordinates of the surface water and sediment samp#e location
will be recorded by S&ME with a GPS unit, S&ME field personnel will also take photographs of each sample
location,stream sampling activities, and site conditions/areas of interest(stream conditions such as the exposed
waste along the streambank on the southern portion of the site) relevant to future assessment and eventual
remediation of the site,
S&ME will collect the samples in a downstream-to-upstream order. If the surface water samples are highly turbid,
samples will be collected in separate collection containers and then decanted into the laboratory supplied sample
containers, For the purposes of quality assurance,the samples for metals analysis will be allowed to settle for a
maximum of five minutes. Collection containers will be supplied by the laboratory and will consist of the same
materials as the sample containers.
November 6, 2018 3
