ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 17, 2005 <br />Action Agenda <br />Item No. ,~- W <br />SUBJECT: Pyrotechnics Approval: Blue Cross Blue Shield Family Day <br />DEPARTMENT: Purchasing and Central PUBLIC HEARING: (YIN) No <br />Services <br />ATTACHMENT(S): <br />Permit & Checklist <br />Letter of Request <br />License of Pyrotechnician <br />Site Layout <br />Product Inventory <br />Certificate of Insurance <br />INFORMATION CONTACT: <br />Pam .Jones, (919) 245-2652 <br />Mike Tapp, (919) 968-2050 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider approving a pyrotechnics permit for Blue CrosslBlue Shield Family <br />Day 2005 on Saturday, .June 4, 2005. <br />BACKGROUND: Blue Cross/Blue Shield has requested that the County Commissioners <br />approve a pyrotechnics permit for slow-level fireworks display to be held in conjunction with <br />their Family Day on .tune 4, 2005, <br />GS 14-414 indicates that the Board shall consider a fireworks permit far "any and all kinds of <br />fireworks and explosives, which are used for exhibitions or amusement purposes," <br />County policy further requires assurance from the sponsoring agency that adequate public <br />safety measures will be exercised; and that the County will be protected as an additional <br />insured on the insurance policy(ies) covering the event. <br />The display will occur in the Town of Chapel Hill Fire Department's jurisdiction, County <br />approval is a criterion for Town approval. Blue Cross/Blue Shield has fulfilled the County's <br />criteria for a pyrotechnic permit as evidenced by the attached documents, <br />On the day of the display, the Town of Chapel Hill Fire Department will be responsible for <br />ensuring that the site is set up as per the site plan and the inventory of pyrotechnics is <br />commensurate with what is approved. At such point that both the Chapel Hill Fire Department <br />and the Emergency Management Director are satisfied that the criteria for approval have been <br />met, the permit will be signed and officially issued, <br />FINANCIAL IMPACT: None <br />RECOMMENDATION(S): The Manager recommends that the Board approve the pyrotechnics <br />permit for the Blue Crass/Blue Shield Family Day 2005 on June 4, 2005, contingent upon final <br />approval of the set up by the Emergency Management Director or his designee, <br />
