1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: December 3, 2018 <br /> Action Agenda <br /> Item No. 8-k <br /> SUBJECT: Authorization for the County Manager to Execute Contracts for Backup 9-1-1 <br /> Center Equipment <br /> DEPARTMENT: Emergency Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Dinah Jeffries, 919-245-6123 <br /> Travis Myren, 919-245-2308 <br /> PURPOSE: To authorize the County Manager to execute contracts for the purchase and <br /> installation of equipment for the Backup 9-1-1 Center. (The Board previously approved a budget <br /> amendment to finance this project at the November 13, 2018 regular meeting). <br /> BACKGROUND: Due to the current environmental remediation issues at the Emergency <br /> Services building at 510 Meadowlands, the Primary 9-1-1 Center must be relocated to the <br /> Backup 9-1-1 Center at the West Campus building in the coming weeks as construction <br /> activity will disrupt operations. To have the Backup 9-1-1 Center fully operational as a <br /> primary 9-1-1 Center for an extended amount of time, additional equipment is needed to <br /> ensure continuity of 9-1-1 operations. The total cost of the equipment is estimated at <br /> $615,000. <br /> The Board of Commissioners approved repurposing funds from the Orange County <br /> Radio/Paging Systems Upgrade Capital Project to the 9-1-1 Backup Center Capitol Project to <br /> cover the cost of the equipment at the November 13, 2018 regular meeting as part of Agenda <br /> Item 8-c. <br /> FINANCIAL IMPACT: The November 13th budget amendment repurposed sufficient funds for <br /> this project. No additional financial impact is anticipated. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse and domestic violence. <br /> The upgrade of the Backup 9-1-1 Center will assure the continuity of uninterrupted 9-1-1 call <br /> taking services for citizens and responders without a change in operations for responders. <br /> RECOMMENDATION(S): The Manager recommends that the Board authorize the Manager to <br /> execute agreements for the purchase and installation of equipment for the 9-1-1 Backup Center <br /> following review and approval by the County Attorney. <br />
