Purpose: <br /> Orange County, North Carolina is releasing this Request for Qualifications (hereafter <br /> `RFQ') seeking responses from qualified consultants to provide engineering services for <br /> proposed development at the Blackwood Farm Park located at 4215 NC 86S in <br /> Hillsborough, North Carolina. <br /> II. Background: <br /> Blackwood Farm Park is a 152-acre Orange County park located midway between <br /> Chapel Hill and Hillsborough on NC 86 and New Hope Church Road. The property was <br /> purchased by Orange County in 2001 with the intent to acquire the scenic historic <br /> property for a future park. A Master Plan was developed by a 14-member committee <br /> that featured low impact recreation areas (open space; trails, picnic areas) and retained <br /> the natural, scenic, agricultural and historic character of the former farm. In 2015 an <br /> "interim" facility and use plan for the park was developed and the park opened to the <br /> public on a limited basis. The interim facilities included constructing trails; picnic areas; <br /> a picnic shelter; a small parking area and renovation of some of the farm structures. In <br /> 2018 staff amended the Master Plan and the Board of County Commissioners approved <br /> the revised plan on March 20, 2018. The park is currently open seasonal hours Friday, <br /> Saturday and Sunday. <br /> III. Scope of Services: <br /> The project scope includes developing: <br /> • Turn lanes on NC 86 for the new park entrance, to be located north of the current <br /> narrow driveway; <br /> • A new entrance road for the park; <br /> • Parking area(s) for the existing park and proposed amenities; <br /> • Lighting and stormwater measures needed for the improvements above <br /> • 2 Picnic shelters (similar design to existing); <br /> • 2 Vault toilet facilities <br />
