Minutes <br /> 8 The Board approved the minutes from November 1, 2018 as submitted by the Clerk to the <br /> 9 Board. <br /> 10 b. Change in BOCC Regular Meeting Schedule for 2019 <br /> 11 The Board changed the Board of Commissioners' regular meeting calendar for 2019 to add <br /> 12 a location to the January 25, 2019 retreat. <br /> 13 c. Fiscal Year 2018-19 Budget Amendment#3 <br /> 14 The Board approved budget and capital project ordinance amendments for fiscal year 2018- <br /> 15 19 for the Sheriff's office; Department of Social Services; Emergency Services; and <br /> 16 Planning and Inspections. <br /> 17 d. Acceptance of Electric Motorcycle Grant and Approval of Budget Amendment#3-A <br /> 18 The Board accepted $12,668 in reimbursement funds from the North Carolina Clean Energy <br /> 19 Technology Center to purchase an electric motorcycle; approve Budget Amendment#3-A; <br /> 20 and authorize the County Manager to sign. <br /> 21 e. Nonprofit Capital Funding Loan Agreement <br /> 22 The Board approved the Nonprofit Capital Loan Agreement Template for providing loans to <br /> 23 Nonprofits for capital projects. <br /> 24 <br /> 25 9. County Manager's Report <br /> 26 Bonnie Hammersley said the rolling calendar indicated that the Environmental <br /> 27 Agricultural Center (EAC) and detention center were supposed to be discussed at last week's <br /> 28 work session, but these items were pulled as staff is anticipating some budget concerns with <br /> 29 this project due to construction costs. She said staff is working with the architect and <br /> 30 construction manager, and will bring this item back to the Board when there are additional <br /> 31 options worked out. <br /> 32 <br /> 33 10. County Attorney's Report <br /> 34 John Roberts said a lawsuit was filed today challenging the constitutionality of the <br /> 35 partisan gerrymandering, which is similar to the case filed in Pennsylvania that the <br /> 36 Pennsylvania Supreme Court upheld, and found the gerrymandering to be unconstitutional. He <br /> 37 said it is based on state constitution claims, and is thus unlikely that any federal court would <br /> 38 intervene, and it should be decided at the State level. <br /> 39 Chair Dorosin asked if there is also a case in federal court that has been successful. <br /> 40 John Roberts said there is a federal case that will ultimately get to the US Supreme <br /> 41 Court, but it only challenges the United States Congressional seats of North Carolina. He <br /> 42 thinks this case will either be sent back down, or ruled against the plaintiffs, at which point a NC <br /> 43 constitutional challenge could be filed in a similar manner to what was filed today. <br /> 44 <br /> 45 11. *Appointments <br /> 46 <br /> 47 a. Adult Care Home Community Advisory Committee—Appointments <br /> 48 The Board considered making appointments to the Adult Care Home Community <br /> 49 Advisory Committee. <br /> 50 <br />
