9 <br /> 1 • Towns will notify MOC of any initiative that may impact the County Programs and <br /> 2 Services; recognizes that initiatives within one jurisdiction have potential to impact all <br /> 3 jurisdictions and funding <br /> 4 <br /> 5 Overview of RRMO and Enforcement <br /> 6 • Each Town has authorized enforcement of the Regulated Recyclable Material <br /> 7 Ordinance ("RRMO") within their jurisdiction <br /> 8 • Towns are required to continue to monitor, or have their collection contractors monitor, <br /> 9 waste for banned materials <br /> 10 • Agreement authorizes the County to collect and administer the SWP fee in the <br /> 11 incorporated and unincorporated area of the County <br /> 12 <br /> 13 County will notify Towns of projected SWP fee changes by February 20th of each year <br /> 14 Failure by a Town to approve a fee increase necessary to meet County contractual obligations <br /> 15 may be treated as a withdrawal by that Town resulting in the Town being responsible for the <br /> 16 termination fee. <br /> 17 <br /> 18 Overview of Solid Waste Programs Fee <br /> 19 County will also establish tipping fee for C&D Landfill, Notice will be given to Towns by <br /> 20 February 20th of each year as to projected tipping fee. Fee will be uniform for all Towns <br /> 21 <br /> 22 Questions <br /> 23 <br /> 24 Commissioner Price asked if Mebane has been considered, especially given its ongoing <br /> 25 growth and the impact of these additional residential areas in the Orange County portion of <br /> 26 Mebane. <br /> 27 Robert Williams said he would have to get that information. <br /> 28 Commissioner Rich asked if the termination rules could be reviewed. <br /> 29 Robert Williams said if a town terminates in November— 12-month termination notice— <br /> 30 that town will continue to receive services from the County, and the residents will continue to <br /> 31 pay a solid waste programs fee. He said at the end of the 12 months, the town will no longer <br /> 32 receive services from the County, but the town will pay a 12-month fee that is based on the <br /> 33 number of units that are serviced in that jurisdiction. <br /> 34 Commissioner Rich clarified that a one-year termination is required. <br /> 35 Robert Williams said yes, the municipality must give the County 12 months notice. <br /> 36 Chair Dorosin clarified that the municipality would pay for a year, post notification, and <br /> 37 still receive services; followed by another year of payments without any services rendered. <br /> 38 Robert Williams said yes. <br /> 39 Commissioner Jacobs said he believes that Mebane sends all of its solid waste to the <br /> 40 landfill in Alamance County. <br /> 41 Commissioner Jacobs gave a historical analysis of solid waste and landfills, noting how <br /> 42 the Towns and County have interacted over the years. He said the County took on the solid <br /> 43 waste operations in the early 2000s, and established some advisory boards and ethical <br /> 44 practices pertaining to solid waste. He said the Solid Waste Advisory Group (SWAG) was <br /> 45 created in 2014, and is made up of mostly elected officials, giving legitimacy and bit more <br /> 46 power behind the issues of solid waste. He said the University of North Carolina is also a part <br /> 47 of these discussions. He said this group has made significant progress since its inception, and <br /> 48 this agreement is quite an accomplishment. <br /> 49 Chair Dorosin said there is a provision about disposal facilities, and asked if there is any <br /> 50 update of any towns developing alternative disposal sites such as transfer stations. <br />
