Interlocal Agreement for the Provision of Solid Waste and Recycling Programs <br /> 17 and Services <br /> 18 The Board considered approving an Interlocal Agreement with the Towns of Chapel Hill, <br /> 19 Carrboro and Hillsborough for the provision of solid waste and recycling programs and services <br /> 20 and disposition of solid waste and recyclables within Orange County and authorizing the Chair <br /> 21 to sign. <br /> 22 <br /> 23 Robert Williams, Solid Waste Director presented this item: <br /> 24 BACKGROUND: <br /> 25 At the June 3, 2014 BOCC meeting, the Board created the Solid Waste Advisory Group <br /> 26 (SWAG), a multijurisdictional task force charged with articulating, investigating, and proposing <br /> 27 collaborative solutions for solid waste issues confronting Orange County; the towns of Carrboro, <br /> 28 Chapel Hill and Hillsborough; the University of North Carolina at Chapel Hill; and UNC <br /> 29 Healthcare. <br /> 30 <br /> 31 The charge to the group at the outset was to define the nature, scope, and timing of the solid <br /> 32 waste issues to be considered, including proposing an interlocal agreement on solid waste. <br /> 33 At the October 29, 2018 SWAG meeting, the SWAG members unanimously supported the <br /> 34 proposed draft interlocal agreement and recommended the BOCC and each of the Town <br /> 35 Boards approve the Agreement. The governing boards for the towns of Hillsborough and <br /> 36 Carrboro are considering the Agreement at their respective November 13, 2018 meetings. The <br /> 37 Town of Chapel Hill is expected to consider the agreement before the end of the calendar year. <br /> 38 An executive summary describing the Agreement is attached, along with the full agreement. <br /> 39 <br /> 40 Robert Williams made the following PowerPoint presentation: <br /> 41 <br /> 42 Interlocal Agreement Oranqe County Town of Chapel Hill Town of Carrboro Town of <br /> 43 Hillsborough <br /> 44 <br /> 45 PURPOSE: <br /> 46 • Foster cooperation and collaboration between the County and the Towns regarding <br /> 47 matters related to solid waste management. <br /> 48 • Flexible framework in which the Parties can make decisions for their mutual benefit to <br /> 49 meet the evolving needs of the community while continuing to model environmental <br /> 50 excellence and leadership. <br />
