3 <br /> 1 thus are likely particularly reliant on location-specific support networks and their <br /> 2 communities. <br /> 3 o Proximity to family and friends was a major concern cited by residents regarding <br /> 4 relocation. <br /> 5 • Communities in these mobile home parks have expressed that they would like to remain <br /> 6 in their homes and communities. <br /> 7 o There has been an emphasis placed on the importance of remaining within the <br /> 8 Chapel Hill-Carrboro school district. <br /> 9 • Lack of action could result in many of these residents to become homeless as many do <br /> 10 not have alternative options for housing. <br /> 11 <br /> 12 Step 3: How are communities engaged? <br /> 13 Orange County Health Department and the Family Success Alliance surveyed several mobile <br /> 14 home parks. <br /> 15 • The engagement process informs us: <br /> 16 1) that multiple facets of residents' identities inform their decisions and <br /> 17 preferences, most notably race, class, and documentation status. <br /> 18 2) that not everyone in these mobile home parks has the opportunity to advocate <br /> 19 themselves, as they are in vulnerable situations, often living in fear of deportation <br /> 20 and separation from family members. <br /> 21 <br /> 22 Step 4: What are your strategies for advancing racial equity? <br /> 23 The County should work actively to incorporate a racial-equity sense in all the work they do. <br /> 24 This includes: <br /> 25 1) facilitating conversations on poverty, race, affordable housing, or documentation-status. <br /> 26 o These conversations should include and empower marginalized voices. By <br /> 27 partnering with community organizations like the Community Empowerment <br /> 28 Fund and the Family Success Alliance, the County can create effective spaces <br /> 29 for these conversations. <br /> 30 2) systematically surveying and documenting the responses of these individuals. <br /> 31 o Listening and responding to the voices of marginalized populations in creating <br /> 32 and executing our proposal advances racial equity. <br /> 33 3) acknowledging that the needs of the community are subject to change and evolve as our <br /> 34 proposal begins to affect communities. <br /> 35 <br /> 36 Step 5: Desired Outcomes, Proposals <br /> 37 Our desired outcome is one in which the wishes of community members are respected and <br /> 38 racially disproportionate harm is minimized. <br /> 39 <br /> 40 Plan 1: Purchase Land <br /> 41 Costs: Principal purchase price and lost values of property taxes, while there would be income <br /> 42 flowing in from rent payments. <br /> 43 <br /> 44 Benefits: While this is likely the most expensive option, it certainly minimizes the inflicted racial <br /> 45 inequity. Families would not have to relocate, nor would they have to fear future relocation; <br /> 46 furthermore, the desires of the community to remain in their current location would be <br /> 47 respected. <br /> 48 <br /> 49 Plan 2: Relocated (Less Ideal) <br />
